What Is a School Referendum?
A school referendum is a question placed on the ballot that allows community members to vote on whether the school district may exceed state-imposed revenue limits or borrow funds for specific purposes. In Wisconsin, school districts must receive voter approval before raising additional funds beyond those limits. A referendum gives the community a direct voice in important financial decisions that impact students, staff, and the future of our schools.
Types of School Referendums
There are generally two types of school referendums:
Operational Referendum
An operational referendum allows a district to exceed revenue limits for day-to-day operating expenses. This may include:
- Maintaining class sizes
- Supporting academic programming
- Retaining and recruiting high-quality staff
- Addressing rising operational costs
Capital (Facilities) Referendum
A capital referendum allows a district to borrow funds for facility-related needs, such as:
- Building renovations or expansions
- Safety and security improvements
- Infrastructure upgrades (roofing, HVAC, electrical systems)
- Major maintenance or improvements
- Each type serves a different purpose, but both require voter approval.
Why Might a District Consider a Referendum?
School districts may consider a referendum for a variety of reasons, including:
- Rising costs that outpace state funding
- Maintaining academic programming and student opportunities
- Addressing aging facilities or infrastructure needs
- Ensuring safe and modern learning environments
- Planning responsibly for the district’s long-term financial stability
